When a contractor recieves a formal complaint it means that the Board has investigated the charge and feels that a "Show Cause" hearing is in order.The Complaint mechanism typically involves disputes between a contractor and the owner, a contractor to another contractor, a contractor to a subcontractor or supplier.
The Complaint format has been effectively used as an avenue to gain some resolution to the dispute(s) only however, after all contractual disputes are finalized. This mechanism may also be of value in cases of retainage as well.
